TUESDAY, SEPTEMBER 8, 1992 <br /> <br />its support to the Article V Proposal of the Council of State <br />Governments and to House Joint Resolution 140 as adopted by the General <br />Assembly of Virginia. <br /> <br />Council heard a presentation by Mrs. Nancy Henderson, Chairman of the <br />Martinsville-Henry County Clean Community Commission, on the current <br />projects and activities of the Commission. Upon motion, duly seconded <br />and by unanimous vote, Council asked the Administration to draft a <br />Resolution for consideration by the Council which would support full <br />State funding of the Commission's activities, as was advocated in the <br />Joint City/County Solid Waste Management Plan. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />supplemental appropriation in the amount of $82,609 in the General <br />Fund, Police Department, to allow for the expenditure of funds from two <br />State grants which have been received by the Department and for the <br />local matching funds ($4,760) which were contained in a capital line <br />item. <br /> <br />Upon motion, duly seconded and by a vote of 4 "yes" and 1 "abstain" <br />(Mayor McClain), Council set a public hearing for September 22, 1992 on <br />a request by Southwestern Virginia Gas Company on behalf of Ro D. and <br />Evelyn C. Edwards for a Special Use Permit under Section VIII, <br />Paragraph G.1, of the City's Zoning Ordinance in order to construct a <br />natural gas regulator substation on Lot 11 located at 614 Mulberry <br />Road. <br /> <br />The following items, not on the agenda, were discussed prior to <br />Executive Session: (1) Councilman Oakes reported on his attendance at <br />the Southern Municipal League Conference; (2) Councilman Williams asked <br />Council to request a second legal opinion as to whether distance <br /> <br /> <br />
