TUESDAY, SEPTEMBER 8, 1992 <br /> <br />appropriation in the amount of $18,741 for the Commissioner of <br />Revenue's Office needed for staffing and other costs associated with <br />the enforcement of the Meals Tax Ordinance pending resolution of the <br />issue of who will be charged with enforcing the Ordinance, given the <br />opposition voiced by the Commissioner of Revenue. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council asked that <br />all revenues collected from the meals tax be placed in a separate <br />Capital Improvements Fund which would be appropriated by the Council <br />for specific projects or purposes. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution supporting the National Association for a Balanced <br />Federal System's proposal for the initiation of amendments to the <br />Constitution: <br /> <br />WHEREAS, more than 400 petitions from the several states requesting a <br />Constitutional Convention to propose amendments have been filed with <br />Congress but have never resulted in the calling of a Convention or <br />adoption of an amendment; and <br /> <br />WHEREAS, there should be a proper balance of national and state power <br />in a federal system; the present mechanism for the states to initiate <br />a Constitutional Convention has proved to be unworkable; and <br /> <br />WHEREAS, an Intergovernmental Partnership Task Force has proposed in <br />its 1989 report to the Intergovernmental Affairs Committee of the <br />Council of State Governments, an amendment to Article V of the United <br />States Constitution to establish a thoughtful balancing of national and <br />state interests in the constitutional amendment process; and <br /> <br />WHEREAS, the gist of the Task Force proposal is to enable the <br />legislatures of three-fourths of the states to propose amendments to <br />the Constitution subject to the veto of the Congress by a two-thirds <br />vote of both Houses within two years of the states' submission of the <br />amendments; and <br /> <br />WHEREAS, the General Assembly of Virginia, on March 7, 1990, adopted <br />House Joint Resolution 140 supporting Article V Proposal of the Council <br />of State Governments; now, therefore, <br /> <br />BE IT RESOLVED that the City Council of the City of Martinsville, <br />Virginia, in regular session assembled September 8, 1992, hereby gives <br /> <br /> <br />
