Several members of Council <br /> stated they were willing to hear an opinion from the Attorney General <br /> or from a Federal agency, but did not favor seeking an opinion from a <br /> private attorney at this time; (3) In response to ~uestions by <br /> Councilmen Willjams and Oakes, City Manager Reynolds stated that he <br /> would be presenting a report on a housing improvement program in the <br /> future which would in part address concerns which have been voiced <br /> regarding rental properties in the City; and (4) Councilman Draper <br /> stated that he had received a complaint from a resident of Banks Road <br /> regarding storm drainage problems in that area. <br /> <br />At this point (10:30 A.M.), Councilman Williams had to leave the <br />meeting in order to attend a funeral. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and by unanimous vote, <br />Council convened into Executive Session for the purpose of considering <br />the following: (1) appointments to the Martinsville Transportation <br />Safety Commission, as authorized by Subsection 1; and (2) the investing <br />of public funds where bargaining is involved, as authorized by <br />Subsection 6. At the conclusion of this Executive Session, Council <br />reconvened into regular session, wherein, by a recorded vote, each <br />member of Council certified that (1) only public business matters <br />exempted from open meeting requirements were discussed in said <br />Executive Session; and (2) only those business matters identified in <br />the motion convening the Executive Session were heard, discussed or <br />considered during said Session. <br /> <br /> <br />
