143 <br /> TUESDAY, AUGUST 11, 1992 <br />to make these type of improvements when requested by large power <br />customers· Mr. Jim Stewart, Plant Manager for Sara Lee, was present to <br />comment on the expansion and to support the request. Upon motion, duly <br />seconded and by a vote of 4 "yes" and 1 "abstain" (Councilman Draper), <br />Council approved the supplemental appropriation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, the Governor of the Commonwealth of Virginia, the owner of the <br />Washington Redskins football team, and the RF&P Corporation have plans <br />to develop a stadium at Potomac Yard in Alexandria; and <br /> <br />WHEREAS, the City Council of Alexandria was not informed of, nor a <br />.party to, negotiations for the proposed football stadium on a site <br />within the City's jurisdiction; and <br /> <br />WP~RREAS, Alexandria City Council, in concert with the City's Planning <br />Commission, the local business community, and the residents of the <br />City, recently adopted a comprehensive master plan and zoning ordinance <br />for the City; and <br /> <br />WHEREAS, on May 16, 1992, Alexandria City Council adopted a "small area <br />plan" for the Potomac Yard and adjacent parcels; and <br /> <br />WHEREAS, plans to develop a stadium and support facilities at Potomac <br />Yard are in conflict with the City of Alexandria's comprehensive land <br />use planning efforts and "small area plan" that identifies a mixed use <br />development, providing housing, jobs, hotel and retail services, and <br />parks and open space as most appropriate; and <br /> <br />WHEREAS, decades of use of Potomac Yard as a major railroad classi- <br />fication yard creates an uncertain environmental condition that needs <br />to be completely researched prior to determining specific land use <br />decisions for the property; and <br /> <br />WHEREAS, the Council of the City of Martinsville believes it is <br />inappropriate for the Governor of the Commonwealth to negotiate land <br />uses that are in conflict with the local municipality's prerogatives <br />relative to the municipality's own zoning and comprehensive plan; now, <br />therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled on August 11, 1992, that: <br /> <br />The Council categorically opposes any unilateral parti- <br />cipation by the Commonwealth's Executive and Legislative <br />branches of government in initiatives whose origination are <br />properly the prerogative of a specific local government. <br /> <br /> <br />
