142 <br /> <br />TUESDAY, AUGUST 11, 1992 <br /> <br /> (a) Any person in possession of an opened alcoholic beverage <br />container in any public park, playground, or public street shall be <br />guilty of a Class 4 misdemeanor. <br /> <br /> (b) This section shall not prevent any person from possessing an <br />opened alcoholic beverage container. in any area approved by the <br />Virginia Alcoholic Beverage Control Board in any public park at an <br />event for which a banquet license or a mixed beverage special events <br />license has been issued, or in approved areas and locations at events <br />for which a coliseum or stadium license has been issued. <br /> <br />Mayor McClain noted that Council was adopting the Ordinance in light of <br />the comments made at the July 28, 1992 meeting when the Ordinance was <br />adopted on first reading. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved <br />reappropriations for FY 91-92 outstanding purchase orders as follows: <br />$122,482--General Fund; $381--Water Fund; and $15,799--Electric Fund <br />(total reappropriations: $138,662). <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved a <br />supplemental appropriation in the amount of $1,733 for transportation <br />services for the Senior Citizens Center which resulted from a pass- <br />through of additional Federal funding. <br /> <br />Council considered an appropriation of $128,000 from the Unexpended <br />Fund Balance of the Electric Fund to provide an additional 2 megawatts <br />of power needed by Sara Lee Knit Products for a proposed expansion. <br />Prior to any discussion or consideration of this item by Council, <br />Councilman Draper noted that, as an employee of Sara Lee Knit Products, <br />he would be abstaining from the discussion and vote. City Manager <br />Reynolds stated that the FY 92-93 Electric Fund budget did not contain <br />funds for this magnitude of capital expenditure and recommended <br />approval of the supplemental appropriation as it has been City policy <br /> <br /> <br />
