Henry Community College Board, 1984-92; <br /> <br /> TUESDAY, JULY 14 , 1992 <br />and Steve M. Draper, <br /> <br />Transportation Safety Commission, 1991-92. Also receiving an award was <br />Franklin P. Earley, Industrial Development Authority, 1974-92, who <br />could not attend the meeting. <br /> <br />Council conducted a public hearing on a request by Gregory L. Jackson, <br />on behalf of the Tultex Corporation and Ephesus Seventh Day Adventist <br />Church, for a Special Use Permit under Section VIII, Paragraph L.3, of <br />the City's Zoning Ordinance. Reverend Jackson was present to support <br />his request. There being no other public comment, Mayor McClain <br />declared the public hearing closed. Upon motion, duly seconded and by <br />unanimous vote, Council granted the Special Use Permit, subject to the <br />list of conditions outlined by the City Administration and Planning <br />Commission. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, Ordinance No. 92-11 as follows: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled July 14, 1992 that it does hereby amend the <br />Business, Professional, and Occupational License Tax Ordinance by <br />adding Section 17 to Article I as follows: <br /> <br />17. EXEMPTIONS. The provisions of this Ordinance shall not apply to <br />non-profit organizations as determined by the Commissioner of Revenue <br />in accordance with applicable Virginia and Federal law. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, on <br />first reading, Ordinance No. 92-12 imposing a $2.00 fee on all <br />Criminal, Civil and Traffic Cases in the City's Circuit and General <br />District Courts to be used for the construction, renovation or <br />maintenance of courthouse or jail and court-related facilities. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br /> <br /> <br />
