TUESDAY, JULY 14, 1992 <br /> <br />Solid Waste Management Plan for Henry County, the City of Martinsville <br /> <br />and the Town of Ridgeway. <br /> <br />Council considered authorizing a three percent cost-of-living <br />adjustment for Social Services employees. Mr. Reynolds said that he <br />and Vice-Mayor Adams had met with members of the Social Services Board <br />since Council's last meeting and had determined that more time was <br />needed to work out all details involved in placing the Social Services <br />Department under the City Manager's jurisdiction, but that he felt <br />progress was being made toward that objective and recommended that <br />Council should grant the 3% COLA effective July 1, 1992 with this <br />understanding. Mr. Reynolds noted that important consideration would <br />be given to determining what role the new Social Services Advisory <br />Board would have under the reorganized structure. In response to a <br />question by Mayor McClain, Social Services Board Chairman William Moore <br />stated that he agreed with and supported Mr. Reynolds' comments and <br />recommendation. Mayor McClain noted that Council could rescind the <br />raise (but not retroactively) if no agreement on transfer of <br />jurisdiction of the Department to the City Manager could be reached. <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />3% raise effective July 1, 1992. <br /> <br />Council acknowledged a quarterly report of the investment of City funds <br /> <br />by the Treasurer. <br /> <br />Council acknowledged a quarterly report on board/commission attendance. <br /> <br />Councilman Oakes mentioned that he had received complaints from <br />citizens regarding individuals "running red lights" in the City and <br /> <br /> <br />
