124 <br /> WEDNESDAY, JULY 1, 1992 <br /> <br /> At this point, the meeting was recessed and reconvened in the Circuit <br /> Courtroom at 9:30 A.M. for the purpose of conducting a joint meeting <br /> with the Henry County Board of Supervisors for the purpose of holding <br /> a public hearing on a Solid Waste Management Plan for Henry County, the <br /> City of Martinsville, and the Town of Ridgeway. All members of Council <br /> were present. Also in attendance from the Board of Supervisors were <br /> R. J. Frye, Chairman, Sandra Hodges, S. E. Moran, and Simon Spencer. <br /> <br />Mayor McClain then opened the public hearing. Mrs. Barbara Wynn, a <br />resident of Henry County and member of the Citizens Advisory Committee <br />which helped to formulate the Plan, stated that she felt the Plan would <br />be stronger and have more public support if changes were made in two <br />areas: (1) the proposed Citizens Solid Waste Committee; and (2) the <br />potential for formation of an authority to manage the solid waste <br />program. Mrs. Wynn stated that more clarification of the scope of work <br />of the Citizens Committee is needed and that the group needs to be <br />widely representative of the community. She also expressed concern <br />that a potential solid waste authority board should have both public <br />and environmental representation. <br /> <br />Mr. George Cox, 1038 Owens Road, expressed disappointment with the <br />small turnout of citizens at the public hearing and recommended that <br />any decisions made on this issue have a long-term perspective. <br /> <br />Supervisor S. E. Moran, a resident of Henry County, stating that he was <br />speaking as a citizen, spoke on several topics relating to various <br />methods of waste disposal and on the use of the City Landfill by Henry <br />County. <br /> <br /> <br />
