: , TUESDAY, JUNE 23, 1992 <br /> <br />with the change. Mr. Reynolds stated that he had met with members of <br />the Board to discuss this change and had not heard any opposition to <br />the plan. Upon motion, duly seconded and by unanimous vote, Council <br />deferred action on this matter until the July 14, 1992 meeting so that <br />the City Manager could confer with the members of the Social Services <br />Board to address any remaining concerns they may have. <br /> <br />Council considered authorizing the City Manager to negotiate with <br />Southwestern Virginia Gas Company and execute a land lease or easement <br />on behalf of the City for the use of City property in Wilson Park for <br />the construction of a regulator substation. Prior to any discussion of <br />this item, Mayor McClain disclosed that, as President of Southwestern <br />Virginia Gas Co., he had a personal interest in this matter and excused <br />himself from sitting with the Council. Vice-Mayor Groden took over <br />chairmanship of the meeting at this point. Mr. McClain responded to <br />a series of questions from Councilmen Adams and Oakes regarding the Gas <br />Company's need to place this facility at this location. Mr. Reynolds <br />noted that, should Council approve the negotiation'and execution of the <br />lease or easement, the Gas Company would still need to return to the <br />Planning Commission and City Council to obtain a special use permit to <br />construct the facility. Upon motion, duly seconded and by a vote of 3 <br />"yes" and 1 "abstain" (Mayor McClain), Council authorized the City <br />Manager to negotiate, but not execute, the lease or easement. It was <br />noted that the City Manager would return to Council with a request to <br />execute such an agreement. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for July 14, 1992 on a request by Gregory L. Jackson, on behalf <br />of the Tultex Corporation and Ephesus Seventh Day Adventist Church, for <br /> <br /> <br />
