: , TUESDAY, JUNE 23, 1992 with the change. Mr. Reynolds stated that he had met with members of the Board to discuss this change and had not heard any opposition to the plan. Upon motion, duly seconded and by unanimous vote, Council deferred action on this matter until the July 14, 1992 meeting so that the City Manager could confer with the members of the Social Services Board to address any remaining concerns they may have. Council considered authorizing the City Manager to negotiate with Southwestern Virginia Gas Company and execute a land lease or easement on behalf of the City for the use of City property in Wilson Park for the construction of a regulator substation. Prior to any discussion of this item, Mayor McClain disclosed that, as President of Southwestern Virginia Gas Co., he had a personal interest in this matter and excused himself from sitting with the Council. Vice-Mayor Groden took over chairmanship of the meeting at this point. Mr. McClain responded to a series of questions from Councilmen Adams and Oakes regarding the Gas Company's need to place this facility at this location. Mr. Reynolds noted that, should Council approve the negotiation'and execution of the lease or easement, the Gas Company would still need to return to the Planning Commission and City Council to obtain a special use permit to construct the facility. Upon motion, duly seconded and by a vote of 3 "yes" and 1 "abstain" (Mayor McClain), Council authorized the City Manager to negotiate, but not execute, the lease or easement. It was noted that the City Manager would return to Council with a request to execute such an agreement.
