TUESDAY, JUNE 23, 1992 <br /> <br />water supply; and <br /> <br />WHEREAS, said allocation was conditioned upon the City of Virginia <br />Beach and the other political subdivisions who would receive a portion <br />of said allocation agreeing to compensate ten named southside political <br />subdivisions, including the City of Martinsville, by making quarterly <br />payments to the Southside Infrastructure Commission, of which the said <br />ten political subdivisions would be members; and <br /> <br />WHEREAS, the City of Virginia Beach and the other political <br />subdivisions receiving said 60 million gallons per day of water are to <br />be obligated to make such payments only if all of said ten political <br />subdivisions, including the City of Martinsville, who would be members <br />of the Southside Infrastructure Commission agree by recorded vote of <br />their respective governing bodies, by June 30, 1992, to dismiss or <br />withdraw, with prejudice, from participation in all suits and causes of <br />action with respect to the activities of the City of Virginia Beach <br />(and the other political subdivisions to receive water) relating to the <br />taking of water from Pea Hill Creek; and <br /> <br />WHEREAS, Council is of the opinion that the amount of money which the <br />City might receive from and through the Southside Infrastructure <br />Commission would not be significant compared to the potential long <br />range impact on the City; and <br /> <br />WHEREAS, Council believes the transfer of water from the Lake Gaston <br />tributary will constitute a dangerous precedent for interbasin <br />transfers and encourage future additional transfers, particularly from <br />the nearby Mayo River to Greensboro, North Carolina; and <br /> <br />WHEREAS, the allocation of 60 million gallons per day of water from the <br />Lake Gaston tributary could give the City of Virginia Beach priority <br />rights over the City of Martinsville in the flow of water in the Smith <br />River; and <br /> <br />WHEREAS, the City of Danville has, by resolution on April 23, 1992, <br />rejected all provisions of House Bill 488, effectively eliminating <br />participation by all ten southside subdivisions; and <br /> <br />WHEREAS, the City of Martinsville still wishes to convey a response to <br />the terms and conditions offered in House Bill 488; now, therefore, <br /> <br />BE IT RESOLVED, by the Council of the City of Mart'insville, Virginia <br />that the City of Martinsville, Virginia rejects the provisions of House <br />Bill 488 and will continue to oppose said withdrawal of water by <br />Virginia Beach from the Lake Gaston tributary in every reasonable <br />manner. <br /> <br />Council considered approving a change from a Social Services <br />Administrative Board to an Advisory Board, thereby making the Social <br />Services Department come under the jurisdiction of the City Manager. <br />Councilman Adams stated that he had heard concerns from two members of <br />the Social Services Administrative Board who were not yet in agreement <br /> <br /> <br />
