TUESDAY, MAY 26, 1992 <br /> <br />With an Annual Youth Report accounting for the work and <br />stewardship of the Commission. <br /> <br />Be a catalyst promoting with youth self esteem, community <br />service and good citizenship behavior and help them value <br />family, education, and community caring. <br /> <br />The Youth Service Commission shall elect its own officers as <br />shall be defined in its By-Laws which are in compliance with <br />all "Minimum Standards for Delinquency Prevention and Youth <br />Development Act of 1979". <br /> <br />Youth Services Commission members shall serve for a term of no <br />less than three (3) years and no more than five (5) years, and <br />a member is eligible to serve not more than two (2) terms <br />before rotating off the Board, at which time they may be <br />eligible for another appointment after a one (1) year interim· <br />Initial appointment shall be staggered to ensure that not all <br />terms expire at the same time. Youth members can only be <br />appointed for one (1) year terms, but can be eligible for <br />reappointment. <br /> <br />The City of Martinsville and Henry County Office on Youth shall <br />be administered by the Youth Services Commission. One (1) <br />director and one (1) other staff person shall be responsible <br />for the carrying out of the plan of operation for the <br />Commission in pursuance of Goals and Objectives as defined <br />above in Item #3 and set down by the Commission. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council submitted the <br />following nominations to the ~irginia Municipal League Policy <br />Committees: Community and Economic Development--Earl B. Reynolds, Jr.; <br />Education--George B. Adams, Jr.; Effective Government--Clyde L. <br />Williams; Environmental Quality--Councilman-Elect S.M. "Steve" Draper; <br />Public Safety--Terry L. Roop; and Transportation--Leon E. Towarnicki. <br />Council also asked that the City Manager write a letter to VML asking <br />that Councilman Adams continue to serve on the Legislative Committee. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council set a public <br />hearing for June 9, 1992 to receive applications for membership on the <br />City's School Board for a 3-year term which will begin July 1, 1992. <br /> <br />Councilman Williams stated that he had received the following <br /> <br /> <br />
