TUESDAY, MAy 26, 1992 <br /> <br />life for youth and to prevent delinquency; and <br /> <br />WHEREAS, citizen participation i~ acknowledged as beneficial to <br />planning, development, and coordination of services for youth; and <br /> <br />WHEREAS, the City Council for th9 City of Martinsville adopted a <br />Resolution on January 26. 1988, ! establishing the Youth Services <br />Advisory Board of the Office on Youth to serve the City of Martinsville <br />and Henry County; now, therefore, ~ <br />BE IT RESOLVED by the Council of the~ city of Martinsville, Virginia, in <br />regular session assembled May .~ 26, 1992, that the Resolution <br />establishing the Youth Services Ad~risory Board of the Office on Youth <br />dated January 26, 1988, and firS~~ amended May 14, 1991, is hereby <br />amended as follows: ~ ~ <br /> <br />1. There be established a Youth Services Board which shall derive <br /> its authority from the loC~al governing bodies and be <br /> administered by the Martinsvi~le-Henry County Youth Services <br /> Commission, Inc., a joint commission with members appointed by <br /> the Martinsville City Counci~l and Henry County Board of <br /> Supervisors, empowered by thei Code of Virginia Title 16.1, <br /> Article 13. The Youth Services Commission shall function as a <br /> policy board in conformity with established goals and <br /> objectives, and shall be the? supervising and administrative <br /> unit of the Office on Youth~ in compliance with "Minimum <br /> Standards for the Delinquency ~P/revention and Youth Development <br /> Act of 1979 and in accordance ~ith Section 66-22 through 66-85 <br /> of the Code of Virginia. ~ <br /> <br />2, Appointment to the Commissicn shall be by the local governing <br /> bodies:, namely Martinsville an~] Henry County, of a set number <br /> of cit!-z.ens, professionals an~! youth. <br /> <br />3. The goals and o'bjectives of tk~e!Youth Services Commission shall <br /> include, but net be limited n'ecessarily to: <br /> <br /> a. Receive and administrate funds both from the State and <br /> other sources supportive ~Df youth services and youth work <br /> in the Martinsville and Henry County communities. <br /> <br /> b. Develop, monitor and a~Sist in the development and <br /> a com]~ehensive Youth Plan--City and <br /> implementation of delinqU~ncy prevention plan. <br /> County-wide youth <br /> <br /> c. Encourage and assist in ~aluation of youth services and <br /> programs and, where need~, initiate and/or work with the <br /> development of new program.~ models. <br /> <br /> d. Assist with policy deve~0pment and changes which will <br /> assist in meeting youth! i needs and improving community <br /> conditions which will stiz~late positive youth development. <br /> <br /> e. Provide technical and ot~=ier consultative services which <br /> will enhance the deliveT~!~.of and help meet the needs of <br /> area youth. '. ?~ ~ <br /> <br /> f. Report to area local governments and the community at-large <br /> <br /> <br />
