laws by reference, of the City Code. <br /> <br />TUESDAY, MAY 26, 1992 <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />first reading, Ordinance No. 92-9 amending Chapter 1--General <br />Provisions, Section 1-11--Classification of and penalties for <br />violations; continuing violations generally, Subsection (a)(5) of the <br />City Code. <br /> <br />Council considered adoption of a Resolution amending a previous <br />Resolution regarding the establishment and operation of the Office on <br />Youth for Martinsville and Henry County. Ms. Delthine Watson, Director <br />of the Office on Youth, and Rev. Tyler Millner, a member of the <br />Office's Youth Advisory Board, stated that. the ANCHOR Commission had <br />voted to end its ties with the Office on YoUth and that adoption of the <br />Resolution would make the Office on Youth ~ separate agency from ANCHOR <br />and would make its Board a policy-making Board rather than an advisory <br />Board. Mayor McClain objected to the wording of the first paragraph of <br />the Resolution, stating that it implied that the City was committed to <br />funding of the Office on Youth, if at some point in the future, other <br />funding sources for the Office were unavailable. Mr. Reynolds and Ms. <br />Watson stated that the wording of the first paragraph had not changed <br />from the previous Resolution adopted by Council which established the <br />Office on Youth. In response to .a question by Mayor McClain, City <br />Attorney Worthy stated that he tended to agree with the Mayor regarding <br />the wording of the first paragraph. Upon motion, duly seconded and by <br />a vote of 4 "yes" and 1 "no" (Mayor McClain), the following Resolution <br />was adopted: <br /> <br />WHEREAS, the City Council for the City of Martinsville is committed to <br />having identified, developed and delivered to youth such services in <br />the City of Martinsville that are designed. to improve the quality of <br /> <br /> <br />
