Edwards, 703 Second Street; Bill and Barbara Wynn, <br />Rt. 1 Box 683; Virgia Hobson, 1013 Fayette Street; John Brooks, 308 <br />First Street; Doug Ingram, 1163 Yorkshire Road; and Elijah Niblett, 201 <br />First Street. James Pettie, 901 A Street, also spoke and stated that <br />the matter might best be dealt with by the Planning Commission. <br /> <br />Several members of Council expressed support for the speakers' <br />position. The Mayor asked City Manager Earl B. Reynolds, Jr. to form <br />a task force consisting of himself, Councilman Adams, Reverends Barber <br />and Hagwood, and a member of the Planning Commission to study the <br />situation in order to determine what actions, if any, the City could <br />take to eliminate the problem. <br /> <br />Council conducted a public hearing on the proposed FY 92-93 City <br />Budget. Ms. Jean Kern, 702 Barrows Mill Road, spoke in favor of full <br />funding of the School Board's proposed budget. Ms. Sandy Quinlivan, <br />107 Sherwood Place, asked that the $38,000 in unanticipated revenue <br />received by the School Division in FY 91-92 be appropriated to the <br />Schools. Mr. Harry Varn, 714 Corn Tassel Trail, also spoke in favor of <br />the School Board's proposed budget. There being no further comments <br />from the public, Mayor McClain declared the public hearing closed. <br />Councilman Oakes made a motion to increase the School Division's <br />appropriation by $38,000. This motion died for lack of a second. Upon <br />motion, duly seconded and by unanimous vote, Council adopted the <br />following Ordinance No. 92-7: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session assembled May 26, 1992, that the following sums of <br />money be and hereby are appropriated--by Funds--for the City's fiscal <br /> <br /> <br />
