TUESDAY, MAY 26, 1992 Street; Michelle Smith, 749 Indian Trail; Gloria Hylton, 402 Second Street; Rev. Jimmy Hawkins, 408 Second Street; Glenn Davis, 554 Dillard Street; William W. Edwards, 703 Second Street; Bill and Barbara Wynn, Rt. 1 Box 683; Virgia Hobson, 1013 Fayette Street; John Brooks, 308 First Street; Doug Ingram, 1163 Yorkshire Road; and Elijah Niblett, 201 First Street. James Pettie, 901 A Street, also spoke and stated that the matter might best be dealt with by the Planning Commission. Several members of Council expressed support for the speakers' position. The Mayor asked City Manager Earl B. Reynolds, Jr. to form a task force consisting of himself, Councilman Adams, Reverends Barber and Hagwood, and a member of the Planning Commission to study the situation in order to determine what actions, if any, the City could take to eliminate the problem. Council conducted a public hearing on the proposed FY 92-93 City Budget. Ms. Jean Kern, 702 Barrows Mill Road, spoke in favor of full funding of the School Board's proposed budget. Ms. Sandy Quinlivan, 107 Sherwood Place, asked that the $38,000 in unanticipated revenue received by the School Division in FY 91-92 be appropriated to the Schools. Mr. Harry Varn, 714 Corn Tassel Trail, also spoke in favor of the School Board's proposed budget. There being no further comments from the public, Mayor McClain declared the public hearing closed. Councilman Oakes made a motion to increase the School Division's appropriation by $38,000. This motion died for lack of a second. Upon motion, duly seconded and by unanimous vote, Council adopted the following Ordinance No. 92-7: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled May 26, 1992, that the following sums of money be and hereby are appropriated--by Funds--for the City's fiscal
