TUESDAY, MAY 26, 1992

A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Tuesday, May 26, 1992, in the Council Chamber, City Hall, beginning at
7:30 P.M. All members of Council were present: Allan McClain, Mayor;
Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L. D. Oakes; and
Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, Council approved the minutes of its meetings of May
7 and 12, 1992 as amended.

Under Business From the Floor, Mr. Wayne Prunty, Rivermont Apartments
#83, appeared to ask that sidewalk be constructed along Fayette Street
to Rivermont Apartments and that improvements be made to a curve on
Fayette Street west of the railroad underpass. Mr. Prunty also asked
that consideration be given to public transportation for the residents
of Rivermont. Mr. Peter Harris, 1010 D. Street, also spoke in favor of
improvements to the curve in Fayette Street. Mayor McClain and members
of Council stated that the sidewalk project would be analyzed in
connection with the five-year capital improvements program which the
City administration will be developing later in the year.

Council then heard from the following individuals, representing the
group S.C.A.T. (Sensible Concerns About Toxics), all of whom were
present to oppose the continued use of the old R. P. Thomas trucking
terminal on Fayette Street by Environmental Transportation Services,
Inc. as a parking and holding facility for trailers containing
hazardous waste: Rev. William Barber, II, 413 Fayette Street; Rev.
James Hagwood, Rt. 1 Box 286; Rev. William Shackleford, 405 Third
