88 <br /> <br />TUESDAY, MAY 12, 1992 <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, on <br />first reading, Ordinance No. 92-4 authorizing the imposition of a local <br />tax on the probate of every will or grant of administration in the <br />Clerk's Office of th6 Circuit Court. It was noted that the revenues <br />from this item were anticipated in the FY 92-93 Budget. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, on <br />first reading, Ordinance No. 92-5 'authorizing the imposition and <br />collection of a local recordation tax upon various instruments admitted <br />to record in the Clerk's Office of the Circuit Court. The revenues <br />from this item were also~anticipated in the FY 92-93 Budget. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the City Manager to prepare and execute a lease agreement with FOCUS <br />for the rental of City-owned property located at 17 Moss Street. It <br />was noted that this property, which is currently occupied by the <br />offices of the local United Way, will become vacant effective June 1, <br />1992. The property had been advertised for lease, and FOCUS was the <br />only bidder, with an offer of $90 per month. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized a <br />letter which had been delivered to R.J. Frye, Chairman of the Henry <br />County Board of Supervisors, offering incentives to Henry County for <br />locating the new Henry County Courthouse within the City of <br />Martinsville, the current Henry County seat. The text of the letter is <br />attached to these minutes as Appendix B. <br /> <br />In response to a request by Councilman Oakes, Mr. Rey.~olds read a <br />memorandum dated May 12, 1992 regarding the City's response to concerns <br /> <br /> <br />
