84 <br /> THURS DAY, MAY 7, 1992 <br /> <br />the School Budget contains approximately $100,000 for <br />Virginia Retirement System contributions for teachers which, <br />due to a reduction in the VRS contribution rate, may not be <br />spent. Therefore, with the additional $100,000 appropriation, <br />the School Division should have $200,000 more in available <br />funds than were contained in the City Manager's proposed <br />budget. It was noted that if the VRS savings are less than <br />$100,000, Council would approve a supplemental appropriation <br />so that the Schools would still realize this additional <br />amount. <br /> <br />Councilman Williams stated that he would be very displeased <br />if the School Board were to use the additional funds <br />contained in the budget to fund the School Board's proposed <br />7% salary increases at the expense of other School programs. <br /> <br />(2) <br /> <br />Upon motion, duly seconded and by unanimous vote, Council <br />increased the appropriation for the Social Services <br />Department by $27,013, with the additional funding to be <br />placed in a reserve account pending a review by the City <br />Manager, Director of Social Services, and Social Services <br />Board as to the advisability of placing the Department of <br />Social Services under the jurisdiction of the City Manager <br />(and the Social Services employees under the City's Pay Plan <br />and Personnel Manual). <br /> <br />(3) <br /> <br />Upon motion, duly seconded and by a vote of 4 "yes" and 1 <br />"no" (Councilman Williams), Council increased the <br />appropriation for the Martinsville-Henry County Economic <br />Development Corporation by $15,000. <br /> <br />(4) <br /> <br />Upon motion, duly seconded and by unanimous vote, Council <br />increased the appropriation for the Blue Ridge Regional <br />Library by $5,802 and the New Readers Program by $363 to fund <br />a 3% cost-of-living adjustment for employees. Council did <br />not approve funding for a security guard at the Library, and <br />instead asked the City Manager to review the need for the <br />guard. Council stated that it would consider a supplemental <br />appropriation for the security guard if the City Manager <br />recommended funding for it after his review. <br /> <br />(5) <br /> <br />Upon motion, duly seconded and by unanimous vote, Council <br />appropriated $5,000 for the Gateway Streetscape Foundation. <br /> <br />(6) <br /> <br />Upon motion, duly seconded and by unanimous vote, Council <br />increased the appropriation for the City Attorney by $642 to <br />fund a 4% increase in the retainer fee for FY 92-93. <br /> <br />(7) <br /> <br />Upon motion, duly seconded and by unanimous vote, Council <br />increased the appropriation for the Registrar by $205 to fund <br />a 2% cost-of-living adjustment as of December 1, 1992. <br /> <br />Councilman Adams asked that the City Manager review the following: (1) <br />the advisability of placing Senior Citizens Services under the <br />Department of Social Services; (2) the possibility of contracting out <br /> <br /> <br />
