THURSDAY, MAY 7, 1992 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Thursday, May 7, 1992 in the Council Chamber, City Hall, beginning at <br />3:30 P.M. All members of Council were present: Allan McClain, Mayor; <br />Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L. D. Oakes; and <br />Clyde L. Williams. <br /> <br />In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, <br />and as amended), and upon motion, duly seconded and by unanimous vote, <br />Council convened into Executive Session for the purpose of considering <br />the following: (1) the acquisition of real property for public <br />purposes, as authorized by Subsection 3; and (2) a personnel matter <br />under the jurisdiction of the City Manager, as authorized by Subsection <br />1. At the conclusion of this Executive Session, Council reconvened <br />into regular session, wherein, by a recorded vote, each member of <br />Council certified that (1) only public business matters exempted from <br />open meeting requirements were discussed in said Executive Session; and <br />(2) only those business matters identified in the motion convening the <br />Executive Session were heard, discussed or considered during said <br />Session. <br /> <br />Council took no action on these matters. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council granted <br />tentative approval to the FY 92-93 Budget proposal by the City Manager. <br />The following amendments to the Manager's proposal were also adopted: <br /> <br />(1) <br /> <br />Upon motion, duly seconded and by unanimous vote, Council <br />increased the appropriation for the School Division by <br />$100,000. It was noted that the School Division would have <br />$138,991 more in revenue for FY 91-92 than was estimated in <br />the City Manager's budget proposal. It was also noted that <br /> <br /> <br />
