WEDNESDAY, APRIL 15, 1992
Several members of Council expressed an interest in the "drown-
proofing" program being restored to the budget, stating that they felt
it was very valuable and that the YMCA was willing to work.with the
School Division to resolve any scheduling problems.

The following comments were made by members of the School Board: (1)
J.A. "Sonny" Dykes stated that he felt the proposed teacher salary
increases were necessary to fund a "world class" education and that
they would help in recruiting teachers. Mr. Dykes said that citizens
understood that tax increases may be~necessary to fund the salary
increases, but they still supported them. (2) James Johnson, Jr.
stated that he felt it was deplorable that Martinsville was ranked 56th
in the State in teacher salaries. ~

There being no other comments from School Board members, the Mayor
opened the meeting for comments from members of the audience.

Mr. Lafayette Jones, 501 Second Street, asked about the criteria for
entry into the Head Start Program. The Mayor referred Mr. Jones to the
School Administration for an answer to his specific question.

Dr. Sinclair J. (Sandy) Harcus, Jr.,l 1116 Plantation Road, Henry
County, stating that he had two children enrolled in Martinsville
Schools, spoke in support of the School Board's proposed budget and the
proposed pay raise for teachers. ~

Ms. Susan Selman, 1233 Lanier Road;Ms. Margaret Varn, 714 Corn Tassel
Trail; and Ms. Donna Gerlach, 11"12 Highland Avenue, appeared and
presented hundreds of letters in support of the School Board budget
