TUESDAY, APRIL 14, 1992 <br /> <br />Council then continued a page-by-page review of the City Manager's <br />budget proposal. In response to concerns expressed by Councilman <br />Adams, Mr. Reynolds stated that he would review the City's use of <br />consultants to deal with electric rate cases. <br /> <br />In response to questions from Council, Director of Electric Robert I. <br />Corekin stated that the proposed 5% APCO wholesale rate increase would <br />not go into effect until August or September, 1992 and that the result <br />of this change was that the cost of purchased power is overstated in <br />the City Manager's budget proposal by approximately $60,000. <br /> <br />After completing review through the Water Fund, Mayor McClain declared <br />the meeting in recess at 12:00 Noon. <br /> <br />The meeting was reconvened at 1:00 P.M., with all members of Council <br />being present, for the purpose of conducting a budget work session with <br />various outside agencies and Constitutional Officers. <br /> <br />Council reviewed the budget requests of the Sheriff, Treasurer, <br />Commonwealth's Attorney, Commissioner of Revenue, and the Circuit Court <br />Clerk. Most of the Officers were present to respond to specific <br />questions by members of Council regarding the budget requests. <br /> <br />Council reviewed the budget request of the Social Services Department. <br />Ms. Pat Conrad, Director of Social Services, was present to respond to <br />questions from Council. It was noted that the City Manager's budget <br />proposal contained level net local funding for the Social Services <br />Department, with the exception that the local share of a 2% pay <br />increase effective 12/1/92 for Social Services Department personnel was <br /> <br /> <br />
