Ms. Nancy Henderson, Chairperson of the Martinsville-Henry
County Clean Community Commission, was present to review the activities
of the Commission which have resulted in the receipt of the award.
Several members of Council commended the Commission and Ms. Henderson
for their work.

Council acknowledged a quarterly report on the investment of funds by
the City Treasurer.

Council considered a recommendation by the Solid Waste Committee
regarding proposals submitted in response to a Request for Proposals to
provide Solid Waste Management services for the City and Henry County.
Councilman Adams explained that the joint City/County Solid Waste
Committee had recommended that City Council and the Board of
Supervisors reject the proposals which were submitted in response to
the joint Request for Proposals issued in October, 1990. Mayor McClain
commented that the Committee, in recommending rejection of the
proposals, was rejecting the regional landfill approach, or bringing in
waste from outside of Henry County and its contiguous jurisdictions.
The Mayor stated that privatization of solid waste services was still
an option, depending on the eventual plan which is adopted to deal with
solid waste. Upon motion, duly seconded and by unanimous vote, Council
rejected all proposals submitted in responseto the RFP.

Upon motion, duly seconded and by unanimous vote, Council set a public
