64 <br /> <br />TUESDAY, APRIL 14, 1992 <br /> <br />7:00 A.M. Councilman Adams made a motion that the proposed Ordinance <br />be amended to be effective from 10:00 P.M. to 7:00 A.M. to coincide <br />with other subsections of Section 13-11. This motion died for lack of <br />a second. Upon motion, duly seconded and by a vote of 4 "yes" and 1 <br />"no" (Councilman Adams), the Ordinance was adopted on first reading. <br />CouncilmanAdams asked that the City Manager and Chief of Police review <br />Section 13-11 to determine if changes would be appropriate to make the <br />effective time periods of the various subsections more uniform. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council appropriated <br />$871.25 to the Police Department's Drug Abuse Program line item from <br />revenue received from 'seized drug assets. In response to questions <br />from Council, Chief Roop explained that the funds received from this <br />source must be used for law enforcement purposes or returned to the <br />State. <br /> <br />Council received an update report by the West Piedmont Planning <br />District Commission on results of the Human Service Transportation <br />Improvement Plan for the City of Martinsville and Counties of Henry and <br />Patrick. Mr. Robert W. Dowd, Executive Director of the WPPDC~ <br />presented an oral report and responded to questions from Council <br />regarding the report. Several Councilmen commended the WPPDC and the <br />Southern Area Agency on Aging for their efforts to better coordinate <br />the usage of vehicles by the human service agencies. <br /> <br />Council received an update report by the West Piedmont Planning <br />District Commission on mapping for the City. Mr. Robert Dowd reviewed <br />the efforts of the WPPDC in working with the Chamber of Commerce and <br />City staff to computerize the City's map using the WPPDC's geographic <br /> <br /> <br />
