TUESDAY, APRIL 14, 1992 <br />A regular semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br /> <br />Tuesday, April 14, 1992, beginning at 9:30 A.M., in the Council <br />Chamber, City Hall. All members of Council were present: Allan <br />McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; <br /> <br />Clyde L. Williams, and L. D. Oakes. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council approved the minutes of its meetings of March <br />24 and 31, 1992 as circulated. <br /> <br />A retirement stipend was presented to Albert June Pettie, Animal <br />Control Officer, Police Department, 23 years of service. <br /> <br />Awards for service on Boards and Commissions were presented to the <br />following persons who were present to receive them: Judith K. <br />Matthews, Transportation Safety Commission, 1987-92; and Perry Harrold, <br />Martinsville-Henry County Clean Community Commission, 1986-92. In <br />addition, awards were also presented to the following persons who were <br />not present: Scherrie A. Dalton, Transportation Safety Commission, <br />1991-92; Amy Gill, Martinsville-Henry County Clean Community <br />Commission, 1988-92; and Kevin B. Laine, Martinsville-Henry County <br />Clean Community Commission, 1986-92. <br /> <br />Council considered approval, on first reading, of Ordinance No. 92-3 <br />amending the City Code, Chapter 13 Offenses--Miscellaneous, Section 13- <br />11 Excessive, Unnecessary, etc., Noise by adding Subsection (7). Chief <br />of Police Terry Roop explained that the Ordinance would prohibit noise <br />emanating from vehicles in residential districts from 12:00 midnight to <br /> <br /> <br />
