TUESDAY, MARCH 31, 1992 <br />Creek Industrial Park at the current time, but Council cannot discuss <br />specific potential new industries prior to a public announcement being <br />made because the industries demand confidentiality; (3) the provision <br />of assistance to those who cannot afford health care is beyond the <br />scope of City Council's powers or responsibilities; (4) studies <br />conducted by the City Administration and information received from <br />agencies who deal with the homeless have indicated that Martinsville <br />does not have a homeless problem; (5) the City and County are jointly <br />working on three major issues at the current time--solid waste, <br />Courthouse, and regional jail--and the City Council continues to <br />express a willingness to work jointly with the County where possible; <br />and (6) City Manager Reynolds stated that he was analyzing the Second <br />Street drainage problem along with other infrastructure issues and will <br />be issuing a report in the near future. <br /> <br />Mr. Ralph Draper, 816 Keel Street, made the following comments: (1) he <br />asked why the City did not participate in the household hazardous waste <br />collection program which Henry County is currently planning; (2) he <br />would like to see the County Courthouse remain in the City and asked <br />about the possibility of using the old Globman's building for that <br />purpose; and (3) he stated that there was very low water pressure on <br />Keel Street. In response, the Mayor and members of Council stated that <br />(1) the City was not invited to participate in the County's household <br />hazardous waste program and that when this program was previously <br />presented to CounCil it was prohibitively expensive; (2) the Council is <br />very interested in keeping the County Courthouse located within the <br />City; and (3) the low water pressure problem was referred to the City <br />Manager for investigation. <br /> <br /> <br />
