TUESDAY, MARCH 31, 1992 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Tuesday, March 31, 1992 beginning at 7:00 P.M. at the Virginia Museum <br />of Natural History, 1001 Douglas Ave., for the purpose of conducting a <br />Town Meeting. All members of Council were present: Allan McClain, <br />Mayor; Alfred T. Groden, Vice-Mayor; George B. Adams, Jr.; L. D. Oakes; <br />and Clyde L. Williamso <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, the meeting was opened to comments from the public. <br /> <br />Mr. Lafayette Jones, 501 Second Street, asked the following questions: <br />(1) what improvements have been made in recreational opportunities; (2) <br />what efforts are being made to recruit new industries; (3) what the <br />City could do to assist people who cannot afford health care; (4) what <br />the City is doing to help the homeless; and (5) what is the possibility <br />of the City and County merging governments. Mr. Jones also (1) asked <br />that the City Public Works Department put more effort into maintaining <br />West Martinsville streets, such as manicuring of weeds and grass around <br />telephone poles and along sidewalks; (2) asked for an update on efforts <br />to correct a drainage problem in the 500th block of Second Street; and <br />(3) thanked the Martinsville Bulletin for discontinuing the use of <br />"West End" to describe West Martinsville. <br /> <br />In response to Mr. Jones' comments, Mayor McClain and members of <br />Council made the following comments: (1) the City Manager was <br />reviewing the recreational programs and opportunities in the City (City <br />Manager Earl B. Reynolds, Jr. stated that he would call Mr. Jones <br />regarding this issue); (2) a new industry is locating in the Beaver <br /> <br /> <br />
