40
TUESDAY, FEBRUARY 11, 1992

Council delay action for consideration with the overall FY92-93 City
Budget.

Upon motion, duly seconded and by unanimous vote, Council adopted, on
second reading, Ordinance No. 92-1 establishing the compensation for
the new City Manager, Mr. Earl B. Reynolds, Jr. (See Exhibit 1).

Upon motion, duly seconded and by unanimous vote, Council adopted, on
first reading, Ordinance No. 92-2 amending the City's Business, Profes-
sional and Occupational License Tax Ordinance by adding Section 17 to
Article I which would require that proof be given that all delinquent
taxes have been paid prior to issuance of a business license by the
Commissioner of the Revenue. Mr. J. Ronnie Minter, Commissioner of the
Revenue, noted this would facilitate collection of delinquent taxes.

Council acknowledged the Financial Report for the month ending January
31, 1992, as prepared by Director of Finance Richard D. Fitts.

Council accepted a report on the City's fire rating as submitted by the
State, Fire Chief W. Lewis Reeves, Director of Water Resources John
Dyches and Acting City Manager Heater. Mr. Heater said the State had
responded to the City's request for a review of its fire rating ~nd had
submitted a report explaining how they had arrived at a Class 5 rating
for the City. Mr. Heater noted the item on which the City lost the
most points dealt with "manning", which would be a very expensive area
to attempt improvement at this time, but there were several items the
Staff was working on to improve in other areas. Council commended the
Staff for their efforts.
