40 <br /> TUESDAY, FEBRUARY 11, 1992 <br /> <br /> Council delay action for consideration with the overall FY92-93 City <br /> Budget. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />second reading, Ordinance No. 92-1 establishing the compensation for <br />the new City Manager, Mr. Earl B. Reynolds, Jr. (See Exhibit 1). <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted, on <br />first reading, Ordinance No. 92-2 amending the City's Business, Profes- <br />sional and Occupational License Tax Ordinance by adding Section 17 to <br />Article I which would require that proof be given that all delinquent <br />taxes have been paid prior to issuance of a business license by the <br />Commissioner of the Revenue. Mr. J. Ronnie Minter, Commissioner of the <br />Revenue, noted this would facilitate collection of delinquent taxes. <br /> <br />Council acknowledged the Financial Report for the month ending January <br />31, 1992, as prepared by Director of Finance Richard D. Fitts. <br /> <br />Council accepted a report on the City's fire rating as submitted by the <br />State, Fire Chief W. Lewis Reeves, Director of Water Resources John <br />Dyches and Acting City Manager Heater. Mr. Heater said the State had <br />responded to the City's request for a review of its fire rating ~nd had <br />submitted a report explaining how they had arrived at a Class 5 rating <br />for the City. Mr. Heater noted the item on which the City lost the <br />most points dealt with "manning", which would be a very expensive area <br />to attempt improvement at this time, but there were several items the <br />Staff was working on to improve in other areas. Council commended the <br />Staff for their efforts. <br /> <br /> <br />
