He noted <br />that all of the above figures are in 1990 dollars. Following a .review <br />of all this by the Evaluation Committee, consisting of City and Henry <br />County administrative staff and Joyce Engineering staff, a status <br />report was issued by'Joyce Engineering in December of 1991 to both <br />governing bodies, recommending a'p~oposal by Chambers. Devel6pment to <br />operate a private landfill in Henry County with the City and County <br />being "hosts". He noted that the figures proposed by Chambers wer& not <br />final at that time, they were still negotiable. Since December 1991, <br />several scenarios had been reviewed. It is still felt that a public <br />landfill with some type of materials recovery facility could be <br />operated at $30-$40 per ton in 1994 dollars. <br /> <br />Mr. Joyce presented a chart, "Comparison of Landfill Alternatives for <br />Henry County/Martinsville", dated January 29, 1992, showing various <br />increments of landfill disposal rates and effective tipping fees <br />(S/ton) for public operation by the governing bodies or private opera- <br />tion by Chambers. He noted that if Martinsville and Henry County <br />operated a public landfill and took in solid waste from the contiguous <br />counties (Patrick, Franklin and Pittsylvania Counties) they would have <br />a volume of approximately 400 tons per day. There was discussion by <br />Board and Council Members. <br /> <br />Upon motion, duly seconded, and by unanimous vote, the Henry County <br />Board of Supervisors appointed a committee consisting of Chairman R.
