WEDNESDAY, JANUARY 29, 1992 <br />A special and duly-called joint meeting of the Martinsville City <br />Council and the Henry County Board of Supervisors, with Mayor Allan <br />Mcclain and Chairman R. J. Frye presiding, was held on Wednesday, <br />January 29, 1992, beginning at 4:00 p.m., in the Board Room of the <br />Henry County Administration Building, for the purpose of discussing <br />solid waste disposal matters. All members of Council were present as <br />follows: Allan McClain, Mayor; Alfred T. Groden, Vice-Mayor; George B. <br />Adams, Jr.; L. D. Oakes; and Clyde~L. Williams. All.members of the <br />Board were present as follows: R. J. Frye, Chairman; Robert L. White- <br />ner, Jr., Vice-Chairman; Sandra Hodges; S., E. Moran; Simon C. Spencer; <br />and Francis E. Zehr. Also, L. E. "Butch" Joyce, Jr. and Mark Taylor <br />were present from Joyce Engineering, Inc. <br /> <br />Following the invocation and call to order by Mayor McClain and Chair- <br />man Frye, Chairman Frye stated that the purpose of this meeting was for <br />discussion between the Board and Council and to hear an update report <br />by Joyce Engineering. He noted further that no comments would be <br />received from the audience during this meeting. He then introduced Mr. <br />Butch Joyce. <br /> <br />Mr. Joyce briefly reviewed information that had previously been pro- <br />vided both governing bodies beginning with Joyce Engineering's original <br />report in the Summer of 1990 when they recommended joint participation <br />as the most cost-effective way to approach the solid waste disposal <br />situation, with options as follows: (1) joint landfill with some type <br />of recycling system with a range in dollars in price per ton of $24-$44 <br />p~r ton with a median of $34 per ton (Figure 5.1of 1990 report); (2) <br />waste-to-energy facility produding steam including landfill and <br /> <br /> <br />
