TUESDAY. MARCH 9. 1999 <br />had been made to create a central contact point through which all assistance agencies could respond to <br /> <br />those in need. Nevertheless, Mr. Roop stated, there were still those in need. Council Member Dallas <br />noted that many of those in need were just coming out of prison, with no ready source of housing. He <br />stated that the State government should bear a greater responsibility for this issue, by providing for the <br />support of those released for at least 30 days. Ms. White, a member of the audience, agreed with Council <br />Member Dallas, stating that others in such need often included abandoned spouses with children and <br />persons evicted by landlords. She then cited several cases of persons she had served who were found to <br />be living in their vehicles, and noted that many homeless are invisible in the daytime, as they would often <br />spend time in public places and go unnoticed. Ms. Joyce Martin, Executive Director of Henry- <br />Martinsville Joint Social Services was also present in the audience, and was called upon by Mayor <br />Crabtree to comment upon the subject under discussion. Mrs. Martin agreed that the homeless population <br />of the area was difficult to identify, and her Assistant, Ms. Mary Ann Waters also agreed, adding that the <br />resources presently available were limited in availability and duration of service. Ms. Waters went on to <br />describe the nature and extent of services available for homeless through their agency and others with <br />whom they were working. At the close of these statements the Mayor thanked Ms. Martin and Ms. <br /> <br />Waters, and others who served in their agency. <br /> <br /> Council next considered their Consent Agenda. <br />by the following vote, all members voting: <br />Vote: 5-0 <br /> <br />Yeas: (5) Crabtree, Dallas, Haskell, Roop, Teague. <br />Nays: (0) None <br /> <br /> A. <br /> <br />The following items were approved unanimously, · <br /> <br />Accepted and appropriated $24,036 received from the State for .the Personal Property Tax <br />Relief Act into Revenue Account 01-000500-230300 Commissioner of the Revenue, to be <br />appropriated to various line items as determined by the Finance Director in the General Fund <br />for the Commissioner's Office. <br /> <br /> <br />
