Council Member Haskell then asked City Attorney David Worthy whether those <br />on Council who owned Tultex stock should vote on the Ordinance. Mr. Worthy responded that since the <br />action would benefit all heavy water use industries and not Tultex alone all Council Members should feel <br />free to vote. Vice Mayor Teague and Council Member Roop then noted their intention to abstain from the <br />vote, and did so. Ordinance No. 99-4 was .then approved by Council, upon first reading, by the following <br />vote, three members voting: <br /> <br />Vote: 3-0 <br /> <br />Yeas: (5) Crabtree, Dallas, Haskell. <br /> <br />Nays: (0) None <br /> <br />Abstentions: Roop, Teague. <br /> <br /> Council next considered arequest by Lafayette Jones to address City Council regarding the <br />homeless situation in Martinsville and Henry County. Mr. Joshes' presentation began with his <br />commendation to Council Member Roop for the Council Members support of improvements to State <br />Route 57/West Fayette Street. He then commenced his presentation on the homeless population in the <br />City, stating that the numbers of homeless were greater than recent statements made to Council might' <br />indicate, and that there was a genuine need for shelter facilities for these persons. Mr. Curtis Hairston <br />agreed with Mr. Jones, and stated that there was definitely a need for temporary facilities for those facing <br />immediate challenges in their home situations as a result of problems with mental illness, unemployment, <br />and recent discharge from incarceration. Mr: Jones stated that many buildings which homeless had used <br />as shelter had been demolished. When asked if he could state the magnitude of the problem Mr. Jones <br />replied that the evidence of the problem could be observed by noting activity at such agencies as the <br />Citizens Against Family Violence Shelter on Cleveland Avenue.
