Mr. Poore stated that eligible activities for such projects <br />included housing and neighborhood revitalization, economic development and downtown <br />revitalization and infrastructure improvement projects. Mr. Knox then reviewed the elements of <br />prior projects, and the success achieved in each one, including the development of vacant lots <br />and construction of new housing in prior areas of blight. Discussion then took place among <br />Council Members and staff concerning the status of the current Grant, preparation readiness for a <br />new grant, application deadlines, level of community participation and identification of areas to <br />be considered for future grant activity. The Public Hearing was then opened. Mrs. Thelma <br />Pinkard spoke in support of grant activity in the South Side area of the City, stating that residents <br />in that area were very excited about the program. Ms. Gloria Hylton asked what the criteria were <br />for having a neighborhood studied for grant benefits, and was advised by Mr. Poore that a city- <br />wide study performed five years earlier had set priorities for consideration based upon levels of <br />neighborhood deterioration and physical need of improvement. He also noted that in spite of <br />stiff competition for funds the City had done well in the past by selecting areas which best <br />reflected the State's priorities for use of funds. Mr. Poore also noted that the level of <br />neighborhood interest always plays a big part in the strength of the application. Vice-Mayor <br />Teague advised Ms. Hylton that if she had an area of particular interest she should be sure to <br />provide that information to Mr. Knox. Ms. Hylton then expressed her concern about properties <br />in her neighborhood, saying that there were problems at the end of Copely Street with regard to <br />paving and curb and gutter issues. Vice-Mayor Teague asked if this area could be considered <br />within the City's regular curb and gutter and street paving programs, and was told that they could <br />be. Further discussion then took place concerning properties in need of consideration for <br /> <br /> <br />
