TUESDAY. JANUARY 26. 1999 <br />additional requirement of a Special Use Permit. <br /> <br />amended, upon first reading, by the following vote, all members voting: <br />Vote: 5-0 <br /> <br />Yeas: (5) Crabtree, Dallas, Haskell, Roop, Teague. <br /> <br />Nays: (0) None. <br /> <br />Ordinance No. 99-1 was then approved as <br /> <br /> Council next considered the need to conduct a public heating on a request by Ray E. and <br />Elizabeth G. Martin to abandon a 30 x 150 foot section of Thomasson Street, but this item was <br />withdrawn from the agenda. <br /> <br /> Council next considered the need to conduct a public hearing regarding a 1999 <br />Community Development Block Grant program for the purpose of citizen comment on priority <br />projects throughout the entire City. Mr. Reynolds reviewed the City's past success in winning <br />two previous Planning Grants and two Block Grants, and noted that the degree of completion of <br />the most recent Grant now allowed for the City to apply for yet another grant. Mr. Ken Poore, of <br />Poore and Associates, then provided an overview of the purpose of the Public Heating, which <br />was described as the first of two such opportunities to hear from the public in the process of <br />determining further housing and neighborhood improvement needs in the community, in the <br />event that additional grant funds are obtained. Mr. Poore stated that, as with past grants, <br />emphasis would be placed on benefit to low-to-moderate income persons and elimination of <br />slum and blight. He also said that about $23 million in Federal funds would be available through <br />a competitive process, fifty to eighty-five applications were typical, and $1.25 million was the <br /> <br /> <br />
