TUESDAY, JANUARY 14. 1992 <br />revisions, for the City Manager to execute a new five-year lease <br />agreement between the City and the Martinsville Phillies. <br /> <br />'Upon motion, duly seconded, and by a vote of 3 "yes" and 2 "no" (Mayor <br />McClain and Vice-Mayor Groden), Council approved, with revisions, a <br />letter from Mayor McClain to the Chairman of the Board of Supervisors <br />formally asking the County's governing body to restate their commitment <br />to a joint solution to the community's solid waste needs. The letter <br />as drafted by the Acting City Manager asked the Board to commit to a <br />joint project under one of two options: (1) privatization; or (2) a <br />public-sector solution through the establishment of a solid waste <br />authority having equal representation between the City and County. <br />After much discussion, the letter was amended to remove the language <br />regarding a solid waste authority. The letter as approved asked for a <br />commitment to jointly pursue privatization or a public sector solution. <br />Mayor McClain and Vice-Mayor Groden opposed the letter as amended <br />because they felt that it would not accomplish the intended objective. <br /> <br />Council postponed authorization for Joyce Engineering to provide a <br />preliminary hydrogeologic study of property at the existing landfill <br />until a response is received from the County with respect to the letter <br />which is being sent to the Board. Council heard a brief presentation <br />from Mr. Mark Taylor, an engineer from Joyce Engineering. Mr. Taylor <br />explained that the study, which would cost between $10,000 to $20,000, <br />would determine the general sub-surface conditions in the area and <br />would confirm if' the land is generally favorable or unfavorable for <br /> <br /> <br />
