TUESDAY, JANUARY 12, 1999 <br /> <br />Council next considered the recognitionof persons who had served .as appointees to various <br /> <br />Boards and Commissions. Those recognized included: <br /> <br />1. Industrial Development Authority: <br /> Naomi Hodge-Muse, 1994-1998 <br /> <br />2. Anchor Group Home System Commission: <br /> Dr. Cynthia Ingram, 1997-1998 <br /> <br />3. Patrick Henry Community College Board: <br /> Randall E. Bumgarner, 1992-1998 <br /> <br />, <br /> <br />Transportation Safety Commission: <br /> Berkley Doss, Student, 1997-1998 <br /> Nicassio Johnson, Student, 1997-1998 <br /> Timothy A. Byrd, 1995-1998 <br /> Franklin L. Frazier, 1984-1998 <br /> Clyde L. Williams, 1983-1998 <br /> <br />Council next considered recognition of City employees and provision of Service Awards to <br /> <br />twenty- seven employees. A list of these award recipients is attached and hereby made a part of these <br /> <br />minutes. <br /> <br />213 <br /> <br /> Council next considered approval, on first reading, of Ordinance No. 99-2 amending Chapter 12- <br />Motor Vehicles and Traffic, Article IV--Stopping, Standing and Parking, Section 12-98--Unauthorized <br />use of parking space reserved for handicapped and Section 12-103--Parking citation penalties of the City <br />Code related to handicap parking violations. Chief David Edwards, Chief of Police, was present to <br />explain the need for this Ordinance amendment, and stated that a change in the State Code on this matter <br />in 1997 had prompted the need to make the recommended amendments to the City Code. He stated that <br />the change would increase the penalty for handicap parking violations from a maximum of $25 to $100. <br /> <br /> Council approved Ordinance No. 99-2, upon first reading, by the following vote, all members <br /> <br />voting: <br /> <br />Vote: 5-0 <br /> <br /> <br />
