385 downtown area, thereby forcing motorists to change lanesl (2) Vice- Mayor Adams inquired as to the status of the Pay Plan Study, to which the City Manager replied that the consultant's draft report was still being reviewed on an administrative level, and would probably be presented to the members of Council in the next 3-4 weeks; (3) in response to a question by Vice-Mayor Adams, the City Manager noted that the issue of purchasing wholesale power from Public Service of Indiana by the members of the Blue Ridge Power Agency was currently being litigated at the Federal Energy Regulatory Commission; (4) in response to an inquiry by Vice-Mayor Adams regarding the scheduling of December 9, 1993 by the School Board as a date for the Board to meet with area legislators to discuss issues pending before the 1994 General Assembly, Council asked the City Manager to contact the Superintendent of Schools in order to determine if the Board would instead meet with legislators (along with the Council) at the first Council meeting in January in order to present a total, unified City legislative package; and (5) Councilman Oakes announced he would be attending the annual National League of Cities conference in Orlando, Florida December 2-5, 1993. In accordance with the CODE OF VIRGINIA (1950, and as amended) and upon motion, duly seconded and by unanimous recorded vote, Council convened into Executive Session for the purpose of discussing the following: (1) consultation with legal counsel, as authorized by Subsection 7; and (2) consultation with legal counsel, as authorized by Subsection 7 (a separate matter). At the conclusion of this Executive Session, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Executive Session; and (2) only those business matters identified in the motion convening the Executive Session were heard, discussed or considered
