TUESDAY, NOVEMBER 9, 1993 <br /> <br />"ETS" legislation regarding the language "immediately adjacent" <br />contained therein, to which the City Manager responded that Delegate <br />Armstrong was proceeding to obtain such an opinion. Ms. Hylton also <br />asked if Council Was developing alternative legislation on this issue <br />for consideration by the 1994 General Assembly, to which City Attorney <br />Worthy responded that such legislation was being developed. Finally, <br />Ms. Hylton asked Councilman Oakes if he had requested the Virginia <br />Municipal League to take a position on the proposed legislation, to <br />which Councilman Oakes responded that he intended to do so when the <br />legislation was developed. <br /> <br />A presentation of a Pedestrian Safety Award from the AAA Clubs of <br />Virginia and the Virginia Department of Motor Vehicles was made to the <br />City by Martin Kravitz, member of the Transportation Safety Commission. <br />Also in attendance from the Commission were John Mitchell and David <br />"Kris" Bridges. Several members of Council commended the Commission <br />for its work in transportation and pedestrian safety. <br /> <br />Upon motion, duly seconded and by unanimous vote; Council authorized <br />the City Manager to execute a notification form to the Virginia <br />Department of Environmental Quality certifying the conformity of <br />Prillaman Chemical Corporation's plans for the operation and location <br />of its replacement boiler at its current location with all City <br />Ordinances adopted pursuant to Chapter 11, Section 15.1-427 et.seq., of <br />the State Code. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council authorized <br />the City Manager to execute a five-year lease agreement with United <br />Methodist Church for the use of the Main Street parking loto The <br /> <br /> <br />
