TUESDAY, NOVEMBER 9, 1993

A regular semi-monthly meeting of the Council of the City of
Martinsville, Virginia, with Mayor Allan McClain presiding, was held
Tuesday, November 9, 1993, in the Council Chamber, City Hall, beginning
at 9:30 A.M. All members of Council were present: Allan McClain,
Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes;
and Clyde L. Williams.

After the invocation, followed by Mayor McClain's cordial welcome to
visitors present, Council approved the minutes of its October 26, 1993
meeting as amended.

Under Business From the Floor, the following comments were made: (1)
Thelma Pinkard, 208 Park Street, suggested that the Polling Place
located at the Southside Fire Station be moved to the Virginia Museum
of Natural History due to problems with limited space and traffic
concerns at the Fire Station. Several Councilmen commented that this
was a good suggestion and by motion, duly seconded and by unanimous
vote, Council asked City Manager Earl B. Reynolds, Jr. to determine
what actions would need to be taken to move the Polling Place to the
Virginia Museum of Natural History or some other appropriate location,
with the concurrence of the Electoral Board. City Attorney David B.
Worthy noted that any change in the location of the Polling Place would
need to be submitted to the U. S. Department of Justice for approval;
(2) William W. Edwards, 703 Second Street, spoke in support of Council
choosing Joseph E. Finley, 1658 Roundabout Road, to replace Councilman
Steve Draper (who will resign prior to taking the office of City
Sheriff on January 1, 1994); and (3) Gloria Hylton, 402 Second Street,
asked if Council had received a response to its request to Delegate
Ward Armstrong to ask for an opinion of the Attorney General on the
