'I'O'R. SD~Y, OCTOB'R.R 26, 1993 <br /> <br />WHEREAS, the Judges of the 21st Judicial Circuit of Virginia <br />have processed an order to show cause why such a new facility <br />should not be provided; and <br /> <br />WHEREAS, this matter has been under judicial review, which <br />will result in the voters of Henry County making a selection <br />of an appropriate site for a new facility; and <br /> <br />WHEREAS, the voters of Henry County will be given this <br />opportunity on November 2, 1993; and <br /> <br />WHEREAS, the Tultex Corporation and William G. Pannill have <br />offered the majority of what has come to be known as the Moss <br />Street Site located in Uptown Martinsville within one block <br />of the present Courthouse facility; and <br /> <br />WHEREAS, the Council of the City of Martinsville has legally <br />committed itself to acquire the balance of the Moss Street <br />site and prepare it in accordance with Henry County's <br />architect's specifications; and <br /> <br />WHEREAS, it is estimated that the acquisition and preparation <br />costs of this site will be approximately one million dollars; <br />and <br /> <br />WHEREAS, the Moss Street site would provide for continued <br />close coordination with the Martinsville City court <br />facilities; be centrally located for all County residents; <br />has shown to be the most cost-effective alternative; and will <br />provide a development site for possible future construction <br />of a regional jail at no additional cost to the County's or <br />City's taxpayers; now, therefore, <br /> <br />BE IT RESOLVED that the Council of the City of Martinsville, <br />Virginia, in regular session assembled October 26, 1993, <br />would encourage the registered voters of Henry County to <br />select the Moss Street site for construction of the new Henry <br />County Courthouse facility. <br /> <br />Council acknowledged a financial report for the month ending September <br />30, 1993 as prepared by the Director of Finance. <br /> <br />Council acknowledged a report on the investment of City funds for the <br />quarter ending September 30, 1993 as prepared by the Treasurer. <br /> <br />In accordance with the CODE OF VIRGINIA (1950, and as amended) and upon <br />motion, duly seconded and by unanimous recorded vote, Council convened <br />into Executive Session for the purpose of discussing the following: <br /> <br /> <br />
