TUESDAY, OCTOBER 26, 1993 BE IT FURTHER ORDAINED by said Council that, an emergency existing, this ordinance shall be in force on and after October 27, 1993. Council considered a request by the West Piedmont Planning ~District Commission for the City to endorse and participate in an Economic Adjustment Strategy for the Martinsville-Henry County area. Ms. Joan Hullett, Deputy Director of the West Piedmont PDC, was present to explain the request and to respond to questions from members of Council. Ms. Hullett stated the Planning District Commission would be applying for a grant which would be used to develop the Economic Adjustment Strategy, which would in turn be used as a basis and guide for the U. S. Department of Commerce, Economic Development Administration to support local economic development initiatives designed to mitigate adverse economic impacts in the community (such as the September, 1993 announcement of a 52 percent cut in full-time workers at the Martinsville DuPont Plant). Several members of Council questioned whether this effort would be coordinated with other economic development initiatives being undertaken in the area (such as the formation of the Partnership for Progress and Uptown Martinsville Revitalization), to which City Manager Earl B. Reynolds, Jr. and Ms. Hullett responded that it would. Upon motion, duly seconded and by unanimous vote, Council authorized the City Manager to execute a letter to Mr. Robert W. Dowd, Executive Director of West Piedmont PDC, supporting the grant application and agreeing to participate in funding the local match if a grant is awarded. Upon motion, duly seconded and by unanimous vote, Council adopted the following Resolution: WHEREAS, a need exists to replace the current Henry County Courthouse which is located in Uptown Martinsville; and
