TUESDAY, OCTOBER 26, 1993 <br /> <br /> BE IT FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force on and after <br /> October 27, 1993. <br /> <br />Council considered a request by the West Piedmont Planning ~District <br />Commission for the City to endorse and participate in an Economic <br />Adjustment Strategy for the Martinsville-Henry County area. Ms. Joan <br />Hullett, Deputy Director of the West Piedmont PDC, was present to <br />explain the request and to respond to questions from members of <br />Council. Ms. Hullett stated the Planning District Commission would be <br />applying for a grant which would be used to develop the Economic <br />Adjustment Strategy, which would in turn be used as a basis and guide <br />for the U. S. Department of Commerce, Economic Development <br />Administration to support local economic development initiatives <br />designed to mitigate adverse economic impacts in the community (such as <br />the September, 1993 announcement of a 52 percent cut in full-time <br />workers at the Martinsville DuPont Plant). Several members of Council <br />questioned whether this effort would be coordinated with other economic <br />development initiatives being undertaken in the area (such as the <br />formation of the Partnership for Progress and Uptown Martinsville <br />Revitalization), to which City Manager Earl B. Reynolds, Jr. and Ms. <br />Hullett responded that it would. Upon motion, duly seconded and by <br />unanimous vote, Council authorized the City Manager to execute a letter <br />to Mr. Robert W. Dowd, Executive Director of West Piedmont PDC, <br />supporting the grant application and agreeing to participate in funding <br />the local match if a grant is awarded. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council adopted the <br />following Resolution: <br /> <br />WHEREAS, a need exists to replace the current Henry County <br />Courthouse which is located in Uptown Martinsville; and <br /> <br /> <br />
