TUESDAY, SEPTEMBER 14, 1993 <br />investigations. <br /> <br />Council considered a request by the Henry County Board of Supervisors <br />that Council appoint two members to a special committee to discuss the <br />Martinsville-Henry County Economic Development Corporation funding <br />formula. This request came as a result of a request by the Council <br />that the EDC funding formula be changed to provide that the ratio of <br />City to County funding be based on the respective population of each <br />jurisdiction (the City and County have each funded 50% of the <br />Corporation's budget since its inception). Upon motion, duly seconded <br />and by unanimous vote, Council appointed Mayor McClain and Councilman <br />Williams as Council's representatives on the special committee. <br /> <br />Council considered a presentation and recommendation by Leon E. <br />Towarnicki, Director of Public Works, on the Sara Lee Roy Street Plant <br />access road project. Mr. Towarnicki presented a map of two proposed <br />routes for the project as designed by City Staff. The first route <br />would involve 1,200 feet of new road construction and was estimated to <br />cost $210,000. The second route would involve 550 feet of new <br />construction and widening of 550-600 feet of Wingfield Street and was <br /> <br />estimated to cost $160,000. Mr. <br />Wingfield Street route be selected. <br />echoed his support for this route. <br /> <br />Towarnicki recommended that the <br />City Manager Earl B. Reynolds, Jr. <br /> <br /> Mrs. Thelma Pinkard, 208 Park <br /> <br />Street, voiced support for the project. Council generally concurred <br />with the proposed Wingfield route, with the understanding that the <br />Administration would report back when bids for the project are received <br />and after consulting with officials of Sara Lee Knit Products. <br /> <br />Council decided to continue its quarterly town meetings for FY 93-94 <br /> <br /> <br />
