TUESDAY, SEPTEMBER 14,1993
following supplemental appropriations to the FY 1993-94 Budget to allow
for reappropriation of outstanding purchase orders and other items, as
well as two requests for supplemental appropriation: General Fund--
$70,691, plus reappropriation of seized drug assets of $396.44 and
$280.84, and $410 as a supplemental appropriation; Refuse Fund--
$151,882; Electric Fund--S154,171; Water Fund--S115,000, plus a
supplemental appropriation of $2,200; and Sewer Fund--S88,112.

Council considered a supplemental appropriation to the FY 93-94 Budget
in the amount of $136,121 that would allow the City's Circuit Court
Clerk's Office employees to be issued payroll checks through the City's
Finance Department. It was noted that this matter was first considered
at the July 13, 1993 Council meeting and deferred pending the Circuit
Court Clerk making a request to the State Compensation Board to
determine if funds could be advanced to the City prior to disbursement,
as the Board advances funds to the Circuit Court Clerk. The
Compensation Board denied this request made by Ashby R. Pritchett,
Circuit Court Clerk. The City Manager recommended approval of the
appropriation due to the improvement in financial operations resulting
from addition of the Clerk's employees to the City's payroll. Several
members of Council expressed disappointment that the State refused the
Clerk's request. Upon motion, duly seconded and by a vote of 4 "yes"
and 1 "no" (Mayor McClain), Council approved the supplemental
appropriation.

Upon motion, duly seconded and by unanimous vote, Council approved a
supplemental appropriation of $4,140 to the FY 93-94 General Fund
Budget in order to allow for the expenditure of funds received by the
Police Department from seized assets resulting from drug-related
