]50 <br /> <br />TUESDAY, AUGUST 24, 1993 <br /> <br />terminated the use; (4) Samuel H. Travis, 209 First Street, said the <br />primary issue being considered by the Council involved the Black <br />community and their right to a peaceful existence; (5) Mary Cahill, 902 <br />B Street, stated there had been a recent increase in the amount of <br />usage of the R. P. Thomas facility by ETS, and that Council had shown <br />little concern for the residents with regard to their complaints of <br />"diesel fumes, obnoxious odors, and excessive loud noises, day and <br />night"; (6) John Cahill, 902 B Street said that the issue of ETS was <br />not just a "west end situation", but an issue with which all citizens <br />of Martinsville and Henry County ought to be concerned; (7) Rev. Elijah <br />Niblett, 201 First Street, complained about unsightly conditions at the <br />R. P. Thomas facility, distributing photographs of the property to the <br />members of Council; (8) Rev. Jimmy Hawkins, 408 Second Street, urged <br />Council to adopt the Ordinance as recommended by the Planning <br />Commission; (9) Rev. James Richardson, Jro, 115 Melody Court, <br />representing the Inter-jurisdictional Ministry Alliance, stated that <br />the trucking company should never have been allowed to locate in the <br />neighborhood and requested that Council "move as quickly as possible to <br />remove ETS"; (10) Stanley Vincent, of Henry County, cited the lack of <br />unsightly land usages (such as R. P. Thomas) in other areas of the <br />City; (11) Gloria Hylton, 402 Second street, asked Council to specify <br />that the nonconforming use be terminated with an amortization period of <br />not more than 6 months; Ms. Hylton also stated that this issue involved <br />"environmental racism"; (12) Denise Wilson, 401 First Street, <br />circulated photographs depicting unsightly conditions at the R. P. <br />Thomas facility; and (13) Lillian Brooks, 204 Second Street, stated she <br />has had cancer since ETS began using the facility and that fumes from <br />the terminal invade her home. There being no other comments from the <br />public on this matter, Vice-Mayor Adams declared the public hearing <br /> <br /> <br />
