<br />opposed to this, as he felt the local news media did an excellent job
<br />of covering City business. Councilman Oakes said he felt communication
<br />with the citizens was more important now than ever before. By a vote
<br />of 3 "yes" and 2 "no" (Mayor McClain and Councilman Draper), the FY 93-
<br />94 General Fund budget was increased by $10,000 to fund the newsletter
<br />and annual report. Councilman Oakes made a motion to amend the budget
<br />in order to fund the additional $115,000 for School capital
<br />expenditures from the Capital Reserve Fund rather than the Meals Tax
<br />Fund, as he felt the Meals Tax revenues should be dedicated to
<br />improvements resulting from the School facilities study. This motion
<br />was seconded by Councilman Draper and failed by a vote of 2 "yes"
<br />(Councilmen Oakes and Draper) and 3 "no'"~ Upon motion, duly seconded
<br />and by unanimous vote, Council adopted, on an emergency basis, the
<br />following Ordinance No. 93-9:

<br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in
<br />regular session assembled June 8, 1993, that the following sums of
<br />money be and hereby are appropriated--by Funds--for the City's fiscal
<br />year ending June 30, 1994, from the following Fund sources of estimated
<br />revenue:
