TUESDAY. MAY 11. 1993 <br /> <br />A motion and second were made to tentatively adopt the budget as <br />proposed by the City Manager' and as subsequently amended by both <br />Council and the City Manager. Councilman Oakes made a motion to amend <br />the proposed budget to increase the School Budget by $100,000 to be <br />funded either by cutting the General Fund capital budget by $100,000 or <br />by a transfer of $100,000 from the Capital Reserve Fund to the General <br />Fund. This motion was seconded by Councilman Draper. Councilman Oakes <br />said actual local expenditures for Schools had not increased since FY <br />91-92. Councilman Oakes said he felt the increase was necessary to <br />provide quality education in the City Schools. Councilman Draper said <br />citizens had expressed support to him for increased School funding. <br />Vice-Mayor Adams said he had spoken to Harry Varn, Jr. prior to the <br />Council meeting and that Mr. Varn has not seen a copy of the School <br />Budget and Mr. Varn stated no one other than Councilman Oakes involved <br />in the "Concerned Citizens for Quality Education" group has seen a copy <br />of the School Budget. Vice-Mayor Adams said he felt money does not <br />provide education for children, instead, concerned parents provide <br />education for children. Vice-Mayor Adams said he felt providing an <br />additional $100,000 to the School Board would be inappropriate in the <br />absence of a specific plan for the use of the additional funds. <br />Councilman Williams said he could not understand why the School System <br />is growing smaller while the School administrative staff is growing <br />larger and would not vote for additional funds until someone could <br />explain the reason for this to him. Mayor McClain said he agreed with <br />Vice-Mayor Adams' position that providing additional funds in the <br />absence of a plan for the use of those funds would be inappropriate. <br />Mayor McClain said it would be more appropriate to leave funds in <br />capital reserve funds to provide for School capital improvements when <br />Council is presented with a plan regarding School facilities.
