TUESDAY, MAY 11, 1993 <br />(Councilmen Draper and Oakes, who are members of the Speedway's 500 <br />Committee), Council adopted the following Resolution supporting <br />Martinsville Speedway's application to the Virginia Department of <br />Transportation for an entrance permit on two days annually from Route <br />976 onto Route 58 Bypass: <br /> <br />WHEREAS, the Martinsville Speedway is a major tourist attraction in <br />Martinsville-Henry County, with an estimated 60,000 persons attending <br />the two major races held at the facility in April and September each <br />year; and <br /> <br />W}IEREAS, the Martinsville Speedway, the Virginia State Police, the <br />Henry County Sheriff's Department and the Virginia Department of <br />Transportation coordinate activities to assist in the flow of traffic <br />in the area of the Speedway on all race occasions; and <br /> <br />WHEREAS, the Martinsville Speedway takes responsibility for cleaning up <br />all the highways around the Speedway of all litter accumulated during <br />race weekends; and <br /> <br />WHEREAS, the opening of a portion of the Bypass from Route 220 South to <br />Route 58 has created a new flow of traffic for patrons of the races; <br />and <br /> <br />WHEREAS, the need for an additional outlet of the race traffic onto the <br />Bypass has become even more critical with this recent change in traffic <br />patterns; and <br /> <br />WHEREAS, the owner of the Martinsville Speedway has indicated his <br />willingness to pay the cost of constructing an entrance from State <br />Route 976 to the Bypass, and has submitted an application for an <br />entrance at this location on only twosdays a year--one in April and one <br />in September; and <br /> <br />WHEREAS, the addition of this access to the Bypass would greatly <br />enhance the safety, not only of the traffic entering and exiting the <br />raceway, but also of the residents who live in the area of Route 976; <br />now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular session assembled May 11, 1993, that it does hereby support the <br />application for an entrance permit on two days annually from Route 976 <br />onto the Route 58 Bypass and does hereby request approval of this <br />application by the Commonwealth of Virginia Department of <br />Transportation. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved the <br />following Consent Agenda Items: (1) referred to the Planning <br />Commission legislation regarding amending the Zoning Ordinance to allow <br /> <br /> <br />
