90 <br /> <br />THURS DAY, MAY 6, 1993 <br /> <br />Henry County Volunteer Fire/Rescue Appreciation Day. <br /> <br />In discussing the budget request of the Youth Interagency Network, it <br />was noted that expenditures for this function would need to be <br />increased by $110,396 over the City Manager's budget proposal due to <br />the need to provide an appropriate amount of local matching .funds. <br /> <br />In reviewing General Fund capital expenditures proposed by the City <br />Manager, Vice-Mayor Adams suggested the Administration consult with <br />officials from Sara Lee Corporation to determine if they would <br />contribute toward the costs of construction of a new road t~ serve the <br />Roy Street Plant. Councilman Oakes made a motion to cut $150,000 from <br />the capital budget, with the City Manager choosing which projects to <br />cut from the request. This motion died for lack of a second. <br />Councilman Oakes then made a motion to withdraw $150,000 from the <br />capital budget for the road project until the Administration reported <br />back on discussions with Sara Lee Corporation. This motion was <br />seconded by Vice-Mayor Adams. Mayor McClain said he felt Council <br />should not condition the project on participation by Sara Lee. City <br />Manager Reynolds said he felt the project was a community improvement <br />project and such projects should not be dependent upon the <br />participation of any business or resident. Councilman Oakes then <br />withdrew his motion and Vice-Mayor Adams withdrew his second. Upon <br />motion, duly seconded and by a vote of 4 "yes" and 1 "abstain" <br />(Councilman Draper, who is an employee of Sara Lee), Council voted to <br />leave the road project in the budget with the understanding that the <br />City Manager will not spend the funds until 'he has reported back to <br />Council on his discussions with Sara Lee in order to determine if the <br />corporation would be willing to contribute financially to the project. <br /> <br /> <br />
