This motion was seconded and carried <br />by a unanimous vote. <br /> <br />In reviewing the City Manager's proposal to redirect the $.72 per month <br />E-911 surcharge to fund salaries and operating expenditures of the <br />Martinsville-Henry County Communications Center, it was noted by the <br />Administration that the Communications Center line item needed to be <br />increased by $72,000, with a corresponding revenue line item being <br />established in order to properly administer these funds. <br /> <br />Upon motion, duly seconded and by a vote of 3 "yes" and 2 "no" (Mayor <br />McClain and Councilman Williams), Council voted to increase funding for <br />the Martinsville-Henry County Economic Development Corporation by <br />$25,000 over the City Manager's proposal of $50,000. Members of <br />Council voting in the affirmative expressed a desire to approach the <br />Henry County Board of Supervisors in order to discuss any proposed <br />change in the funding formula for the EDC rather than accomplish such <br />a change through a reduction in a budget line item. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council eliminated <br />the $1,000 budget proposed for the Local Emergency Planning Committee <br />with the understanding that should funds be needed for a specific <br />project during FY' 93-94 the City Manager could bring such a request <br />before Council. <br /> <br />In discussing the budget of the Martinsville-Henry County Emergency <br />Medical Services Office, Councilman Draper asked that the City <br />volunteer firefighters be allowed to participate in the events of the <br /> <br /> <br />
