THURSDAY, MAY 6, 1993 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was held <br />Thursday, May 6, 1993 in the Council Chamber, City Hall, beginning at <br />1:00 P.M. All members of Council were present: Allan McClain, Mayor; <br />George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and ~_~ <br />Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome to <br />visitors present, Council continued its line-by-line review of the City <br />Manager's budget proposal. During the course of the meeting, every <br />budget page was scrutinized and a number of questions were asked by <br />members of Council regarding both revenue and expenditure details° <br /> <br />In discussing the City Manager's proposal to provide $180,000 in <br />proceeds from the Meals Tax to fund School Division capital <br />improvements, Councilman Oakes said he envisioned the Meals Tax would <br />be Used to fund expenses relating to School facilities improvements and <br />made a motion to reduce the provision of Meals Tax funding to $65,000 <br />to be used to pay architectural and engineering fees relating to the <br />Schoolst facilities study° This motion was seconded and carried by a <br />unanimous vote° <br /> <br />In reviewing the budget of the City Treasurer, Vice-Mayor Adams made a <br />motion to increase operating expenditures by $2,000 to cover the needs <br />outlined by the Treasurer in her April 27th presentation to Council. <br />This motion died for lack of a second. <br /> <br />In reviewing the budget of the Registrar, a motion was made to increase <br />part-time personnel services by $1,200 as requested by the Registrar in <br /> <br /> <br />
