THURSDAY, MAY 6, 1993
Upon motion, duly seconded and by unanimous vote, Council approved the
remainder of the General Fund capital expenditure program listed on
page 19 of the City Manager's proposed budget.

Upon motion, duly seconded and by unanimous vote, Council cut the
Hydroelectric Dam repair project from $275,000 to $137,500, with the
understanding that the project could be funded half in FY 93-94 and
half in FY 94-95. Council directed that an additional $137,500 be
transferred from the Electric Fund to the General Fund during FY 93-94.
Mayor McClain noted that it appeared to him that the Electric Fund
contained large sums of money in unspecified line items and he
anticipated the City Manager would propose further reductions in this
budget.

In reviewing the Sewer Fund budget, it was noted that if the City could
obtain relief on the color removal limits currently being imposed,
local industries could realize savings in costs related to color
removal.

Upon motion, duly seconded and by a vote of 4 "yes" and 1 "no"
(Councilman Oakes), Council voted to transfer the entire fund balance
of the Industrial Park Fund to the Capital Reserve Fund.

In reviewing the budget of the Prison Fund, Council asked the City
Manager to examine the question of continuing to operate the Farm over
the long-term.

In accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950,
and as amended), and upon motion, duly seconded and by unanimous vote,
