TUESDAY, APRIL 27, 1993 <br /> <br />present to make the request and to respond to questions from Council. <br />Mr. Saunders said the $211,000 grant for Martinsville's Head Start <br />program is "at risk" due to the City School Division being unable to <br />provide space for the program. In response to a question by Mayor <br />McClain, Mr. Saunders said the funding from the City would allow the <br />agency to expand existing services and would provide local matching <br />funds for federal grants° <br /> <br />Council considered the budget request of the Southside Virginia <br />Business and Education Commission. Greg Hawley, Executive Director of <br />the Commission, was present to respond to questions from Council. The <br />Commission requested $1,414, which was not recommended for funding in <br />the City Manager's budget proposal. Mr. Hawley said City funding would <br />assist in developing a "resource guide" for business and industry. <br /> <br />Council considered the budget request of the Blue Ridge Regional <br />Library. Ellen Bell, Director of the Library, and Shelton Scales, <br />Library Board member, were present to respond to questions from <br />Council. Mr. Scales thanked Council for their past support of the <br />Library. It was noted that the budget request for the Library was <br />$239,330, which is $13,071 less than FY 92-93. Ms. Bell explained that <br />the decrease was attributable to a redistribution of the Library's <br />costs to local jurisdictions. In response to a question by Councilman <br />Oakes, Ms. Bell said Library employees would receive 3% salary <br />increases effective July 1, 1993 under the budget proposal. The budget <br />request for the New Readers' Program was $14,333, or $1,212 greater <br />than FY 92-93. Ms. Bell said this was due to inclusion in the budget <br />of the payment of benefits for the program Director. <br /> <br /> <br />
